Abstract [sv]

The purpose with this study was to investigate why there are more unemployed immigrants than Swedish citizens despite extensive measures to integrate immigrants. The public opinion is that the administrative organization execute the political decisions according to the government intention. In this study I have treated the policy process as an process of communication where the communication between the government and the citizens can be affected in three ways; how unequivocal the message or policy is, the freedom of action for the street-level bureaucrats and finally the cooperation between the street-level bureaucrats involved in an implementation structure.
