The quality concept is hard to define ande therefore a defination of how it should be used in the public sector is needed. During the last decades new cocepts; as i.e. new public management have become more and more common in the control of public administration. Even in the quality debate the stress has been put on technical procedures and efficiency. The most important conclusion of my essay is therefore that a communicative quality concept is greatly needed in the public sector. In order to measure the attitude to the quality concept in general, an inquiry was made. The respondent were 48 leaders of local governments in Sweden. The results show that evaluations, intermunicipal networks as well as traditional revision seem to be the most common methods in the quality work. Other methods are user inquiries and better contact and service between the municipality and the citizens. There was great unity among the 48 leaders respondents that a good ecomomics development and highly competent employees are important factors for success. The essay is based on normative and constuctive theory which emphasise values as; an ethical code is needed for a democratic control of the public sector as well as more discussion and more participation in local community. Today´s individualism is not equivalent to the libertarian conception, and is of that reason highly capable of being compatible with values as solidarity and consideration.
