Våld i nära relationer är ett allvarligt samhällsproblem där ideella kvinnojourer länge haft en central roll i att erbjuda skydd, stöd och hjälp. Syftet med denna studien är att undersöka hur yrkesverksamma inom ideella kvinnojourer i Skåne upplever sitt handlingsutrymme i arbetet med våldsutsatta kvinnor samt vilka faktorer som påverkar deras upplevda handlingsutrymme. Studien har en kvalitativ ansats och bygger på sex semistrukturerade intervjuer med anställda vid kvinnojourer i Skåne. Materialet analyserades med tematisk analys utifrån ett kritiskt teoretiskt perspektiv. Resultaten visar att handlingsutrymmet ofta begränsas av politiska beslut och otydliga samverkansstrukturer med myndigheter, samtidigt som flexibilitet och engagemang inom den ideella sektorn skapar möjligheter. En central utmaning är maktobalansen i samarbetet med de offentliga aktörer, vilket kan leda till känslor av marginalisering för kvinnojourerna. Studien belyser vikten av att förstå hur handlingsutrymmet formas i mötet mellan ideellt arbete, politiska värdegrunder, institutionella ramar och professionella ideal. Resultaten understryker behovet av att stärka kvinnojourernas position för att möjliggöra ett effektivt och värderingsstyrt arbete inom socialt arbete

Intimate partner violence is a serious societal issue where voluntary women’s shelters play a central role in providing protection, support, and assistance. The purpose of this study is to investigate how professionals within voluntary women’s shelters in Skåne perceive their discretionary space in working with women exposed to violence, as well as the factors influencing their experienced discretion. The study has a qualitative approach and is based on six semi-structured interviews with employees at women’s shelters in Skåne. The material was analyzed using thematic analysis from a critical theoretical perspective. The results show that discretion is often limited by lack of resources, political decisions, and unclear collaboration structures with social services, while flexibility and commitment within the voluntary sector create opportunities. A key challenge is the power imbalance in collaboration with public actors, which can lead to feelings of marginalization. The study highlights the importance of understanding how discretion is shaped at the intersection of voluntary work, institutional frameworks, and professional ideals. The results emphasize the need to strengthen the position of women’s shelters to enable effective and value-driven work within social work.
