Abstract [en]

This study aims to explore how school counselors and social workers perceivecollaboration between schools and social services concerning problematic schoolabsenteeism. The focus lies on identifying factors that facilitate or hinder collaboration, as well as how professionals utilize their discretionary space in this work. Employing aqualitative approach, semi-structured interviews were conducted with practitioners fromschools and social services in Halland County. The empirical data were analyzedthematically and interpreted in relation to Berth Danermark’s collaboration theory and Michael Lipsky’s theory of discretionary space.

The main findings reveal that collaboration is influenced by both individual andorganizational factors. At the individual level, willingness to collaborate, relationships,experience, discretionary space, and parental receptiveness and consent emerge as centralprerequisites. At the organizational level, barriers such as high workload, timeconstraints, unclear routines, and ambiguous division of responsibilities were identified. Informants generally perceive considerable discretionary space within their professionalroles but also describe how unclear boundaries can lead to uncertainty regardingresponsibility allocation and expectations.

The study concludes that effective collaboration requires clear organizational structurescombined with personal commitment and relationship-building at the individual level.

Studien syftar till att undersöka hur skolkuratorer och socialsekreterare upplever samverkan mellan skola och socialtjänst i frågor om problematisk skolfrånvaro. Fokus ligger på vilka faktorer som främjar eller hindrar samverkan samt hur professionella använder sitt handlingsutrymme i detta arbete. Studien har en kvalitativ ansats och bygger på semistrukturerade intervjuer med yrkesverksamma inom skola och socialtjänst i Hallands län. Det empiriska materialet har analyserats med tematisk analys och tolkats i relation till Berth Danermarks samverkansteori samt Michael Lipskys teori om handlingsutrymme. Studiens främsta resultat visar att samverkan påverkas av både individuella och organisatoriska faktorer. På individnivå framhålls samverkansvilja, relationer, erfarenhet, handlingsutrymme samt föräldrars mottaglighet och samtycke som centrala förutsättningar. På organisatorisk nivå identifieras hinder såsom hög arbetsbelastning, tidsbrist, otydliga rutiner och oklar ansvarsfördelning. Informanterna upplever generellt ett stort handlingsutrymme i sina yrkesroller, men beskriver också att otydliga gränser kan leda till osäkerhet kring ansvarsfördelning och förväntningar. Studiens slutsats är att fungerande samverkan förutsätter tydliga strukturer på organisatorisk nivå i kombination med personligt engagemang och relationsskapande på individnivå.
