Abstract [sv]

Syftet med denna studie är att utforska samverkan mellan socialtjänst, skola och polis gällande ungdomskriminalitet. Studien har en kvalitativ metodansats. Semistrukturerade intervjuer utfördes med nio professionella för att belysa hur upplevelser och erfarenheter av organisering, arbetsrutiner, lagstiftning samt professionella roller och relationer påverkar förutsättningarna för samverkan. Datainsamlingen kodades och analyserades tematiskt. De teoretiska utgångspunkterna för studien är fokuserade på organisering, samverkan och roller. Resultatet visade på att flera faktorer påverkar socialtjänstens, skolan och polisens möjlighet att samverka, såsom lagstiftning, organisering och individens agerande. Sekretesslagstiftningen upplevs av professionella vara tydlig med det råder ovisshet kring användning av sekretessbrytande paragrafer. Relationer mellan de professionella blir ett medel för att samverkan ska kunna bedrivas effektivt. Goda relationer har visat sig skapa möjligheter för verksamheterna att hantera bristande resurser och rutiner inom samverkansarbetet. Snabbare kontaktvägar och mer effektiv informationsdelning kan vara en följd av de personnära kontakterna mellan professionella. Det framkommer att en tydlig struktur inom samverkan är en framgångsfaktor. Resultatet ger en bild av att verksamheterna har rutiner för samverkan men att dessa behöver utvecklas för att arbetet ska bli verkningsfullt i praktiken. 

Abstract [en]

The aim of this study is to explore collaboration between social services, schools, and the police in relation to juvenile delinquency. The study adopts a qualitative research approach. Semi-structured interviews were conducted with nine professionals to shed light on how experiences and perceptions of organization, work routines, legislation, and professional roles and relationships influence the conditions for collaboration. The data collected was coded and thematically analyzed. The theoretical framework of the study focuses on organization, collaboration, and professional roles. The findings indicate that several factors affect the ability of social services, schools, and police to collaborate effectively, such as legislation, organizational structure, and individual actions. Professionals perceive confidentiality legislation as clear, yet there is uncertainty regarding the use of provisions that allow for exceptions to confidentiality. Interpersonal relationships among professionals are seen as a crucial means of enabling effective collaboration. Positive relationships have been shown to facilitate the handling of limited resources and unclear routines within inter-agency work. Faster communication channels and more efficient information sharing often result from close professional contacts. The findings also suggest that a clear structure is a key success factor for collaboration. Although the participating agencies have routines for inter-agency work, the study indicates that these routines need to be further developed in order to be effective in practice.
