Abstract [sv]

Denna studie undersöker samverkan inom SSPF (skola, socialtjänst, polis och fritidsverksamhet) i en medelstor svensk kommun. Studien fokuserar på det brottsförebyggande arbete riktat mot ungdomar. Syftet är att förstå hur samverkan upplevs av aktörerna, samt hur den kan bidra till social hållbarhet. Studien baseras på åtta kvalitativa intervjuer med representanter från samverkande verksamheter och har analyserats genom tematisk analys.

Resultatet visar att samverkan upplevs som meningsfull och central i det förebyggande arbetet. Lokalkännedom, informella kontakter och regelbundna möten framhålls som framgångsfaktorer, medan hinder kopplas till brist på resurser, sekretess och svårigheter med samtycke.

Utifrån Huxham och Vangens samverkansteori förklaras hur gemensamma mål och tillit möjliggör effektiv samverkan. Lipskys teori om närbyråkrati belyser hur aktörer hanterar begränsningar genom professionell diskretion, och Hirschis teori om sociala band visar hur relationer till vuxna och samhällets institutioner fungerar som skyddsfaktorer. Christies teori om det ideala offret visar hur samhälleliga normer påverkar vem som anses vara värt stöd inom brottsprevention.

Studien betonar betydelsen av fungerande samverkan i medelstora kommuner, och tillhandahåller insikter för utveckling av SSPF. Vidare forskning kan inkludera ungdomars personliga perspektiv för att bidra till en mer komplett bild.  

Abstract [en]

This study explores collaboration within the SSPF initiative (school, social services, police, and recreational services) in a medium-sized Swedish municipality. The focus is on crime prevention efforts targeting youth. The aim is to understand how collaboration is perceived by professionals and how it can contribute to social sustainability. The study is based on eight qualitative interviews with representatives from all involved sectors and is analyzed using thematic analysis.

The results indicate that collaboration is experienced as meaningful and central to preventive work. Local knowledge, informal contact, and regular meetings are highlighted as success factors, while barriers include lack of resources, confidentiality regulations, and challenges in obtaining consent.

Using Huxham and Vangen’s collaboration theory, the study shows how shared goals and trust enable effective interagency work. Lipsky’s street-level bureaucracy highlights how professionals navigate constraints through discretionary action. Hirschi’s social bond theory illustrates how strong ties to adults and societal institutions act as protective factors against criminal behavior. Christie’s theory of the ideal victim highlights how societal norms influence who is considered deserving of support within crime prevention.

The study emphasizes the importance of functional collaboration in medium-sized municipalities and provides insights into the further development of SSPF. Future research should include the perspectives of the youths themselves to offer a more complete understanding of the program’s impact.
