Abstract [en]

The purpose of this essay is to examine problematic school absenteeism in today's Sweden from the principal's perspective. The questions asked are, does a principal take full responsibility for students with problematic school absenteeism or does the principal abdicate responsibility, and if so, how? How do existing guidelines affect the principal's work with problematic school absences? How does the principal practically ensure that a student with problematic school absences can make the most of his education? To answer the questions, eight semi-structured interviews were conducted with principals at municipal primary schools in a western Swedish county. Previous research shows that New Public Management can create benefits with the right structural context. Unclear guidelines affect the principal's work with problematic school absences. Furthermore, it shows the importance of the principal's role. The analysis method was based on hermeneutic interpretation of meaning with a starting point in Foucault's regulatory power, Rose's reasoning about exclusion and Bornemark's over bureaucratization (förpappring). The result shows a complex context, where the principal is negatively affected by existing administrative guidelines. The complexity also consists of a functioning collaboration with the home. Finally, an individual commitment is needed by the principal in order for pupils with problematic school absences to have access to their education.

Abstract [sv]

Syftet med denna uppsats är att undersöka problematisk skolfrånvaro i dagens Sverige ur ett rektorsperspektiv. Detta genom att besvara följande frågeställningar, tar en rektor fullt ansvar för elever med problematisk skolfrånvaro eller avsäger sig rektorn ansvar och i så fall hur? Hur påverkar existerande riktlinjer rektorns arbete med problematisk skolfrånvaro? Hur säkerställer rektorn praktiskt att en elev med problematisk skolfrånvaro kan tillgodogöra sig sin utbildning?För att besvara frågeställningarna genomfördes åtta semistrukturerade intervjuer med rektorer på kommunala grundskolor i ett västsvenskt län. Tidigare forskning visar att New Public Management kan skapa nytta med rätt strukturell kontext. Otydliga riktlinjer påverkar rektorns arbete med problematisk skolfrånvaro. Dessutom visar det på vikten av huvudmannens roll. Analysmetoden utgick från hermeneutisk meningstolkning med utgångspunkt i Foucaults reglerande makt, Roses resonemang om exkludering och Bornemarks överbyråkratisering (förpappring). Resultatet visar på en komplex kontext, där rektorn påverkas negativt av befintliga administrativa riktlinjer. Komplexiteten utgörs också av behovet av ett fungerande samarbete med hemmet. Slutligen krävs ett individuellt engagemang från rektorn för att elever med problematisk skolfrånvaro ska få tillgång till sin utbildning.
