Abstract [sv]

Different agencys in swedish administration daily comes to decisions which can be very significant, for both privat persons and comunity. For this to work well it demands that people accept this authorityexercising by legitimate the procedure in which the decisions are made. For this to come true, there is a demand that the form of administration that execute this authorityexercise is well suited for the type of commissions it makes the decisions in. In swedish regional insurence offices there is today socialinsuranceboards consistant of representatives who handles the authorityexercise against privat persons when they decide about there right to early retirement pensions, careallowance, accupationinjurycompensation etc. The compositon on this organisation of decision has changed through the years, and the conditions to legitimate there decisions thereby has changed. This essay investigates the causes to this changes of organisation by studying different stages in the legislationprocess. By studying the development in socialinsuranceboards it is declared that the represenatives is of great significanse to make the decisions apprehended as lawful. At the same way it is also declared that todays organisation is mostly well suited for the kind of commisions as the socialinsuranceboards has to determine.
