Abstract [sv]
In the Latin America region democracy has been broken down time and time again. When reinstalled the legitimacy of the democracy has often been so low that the stability has been endangered by a new breakdown. Much research has been done on the topic of the transition to democracy, but my question is: what affects the consolidation of democracies? I have studied the democratic experiences in Costa Rica and Uruguay by looking at four factors besides the democracy itself. The factors are political culture, socio-economic developent and its crises, the military´s influence in politics and, finally, how international organisations and actors affects the democracies. Through a comparison between the two countries, I have come to conclusion that a democratic political culture is the most important factor for achieving a consolidated democracy. The political culture is a part and affects all other dimensions, which is why the political culture must be democratic in order to consolidate the democratic norms at all levels of politics and society.
