Abstract [sv]
E-democracy and participation, an essay in political science by Christer Rehnström at the Section of Health and Society, University of Halmstad. Autumn 2001. My purpose with this study is to see how the personal data act affect the electronic communications between the citizens and the municipal administration. I will also see how changed communication patterns affect democracy and how the personal data act effect democracy. This study is a qualitative case study. The study include interviews with civil servants, analysis of written sources and participant observation. The interview-study made by phone and e-mail is concerning three council administrations in Gothenburg and three council administrations in Halmstad. The theoretical background is communication theories, e.g. the process school and mass-communication theories. The study is also concerning with theories about democratic participation, especially Benjamin Barbers Strong Democracy. The outcome of the study is an increased understanding of how the personal data act affect the electronic communications between citizens and the municipality. It can be described with a metaphor, it is like a noise disturbing the communications.
