“National referendums, the friend or enemy of representative democracy?” is a study concerning the referendums as a method of political decisons-making within the frames of representative democracy. The stark question evolving through this intra-comparative study of swedish experience of national referendums is whether the referendums as an instrument of direct-democracy evokes or remotes the democratic quality whithin the representative democracy. With an idealdefinition of democracy containing five criteria for democratic decisionmaking, originally deployed by Robert A.Dahl, this study discovers the democratic shortcomings of the recent five swedish national referendums. Accusing the swedish rules for having frequently abused and mistreated the Swedish national institute of referenda and thereby the public trust and will of the people, the adopted way of reasoning based on the Swedish national investigations and prominnent works of the genre arrives at questioning the national referendums as political decision-making within the frames of any representative democracy. Since they have failed to inhance the democratic quality of the Swedish representative democracy, (by being not totally democratic in their procedure from initiative to decision), that is within the frames of what is considered to be perhaps the most democratic representative democracy in the world, then how could their forecasts within other representative and democratic frames possibly be considered more prosperous?
