How can you improve the environmental situation in neighbourhoods in India? This was the question which Forest Department had in mind when they started to develop a pilot program called "Primary Environmental Care". The idea was to involve local Residents' Associations in improving the environmental situation in neighbourhoods, in order to avoid major resour-ces being necessary, and to deal with the problem at the source. The aim of this report is that it should be a support to the Forest Department when they develop their programme. A survey was done in a Residents' Association with 186 houses. Based on this information, deep interviews and study visits, the environmental problems have been framed. Proposals for improvement have also been formulated based on these facts. An implementation plan has also been drawn up. Awareness and motivation in the community is essential for sustainability of the system.
