Abstract [sv]

Syftet med studien var att undersöka hur socialsekreterare som arbetar på Socialtjänstens enhet barn och unga upplever att deras handlingsutrymme påverkas av de faktorer de bör förhålla sig till vid barnavårdsutredningar samt i hur stor utsträckning barnperspektivet inkluderas i utredningsprocessen. En kvalitativ metod som utgjordes av semistrukturerade intervjuer har genomförts med åtta socialsekreterare. Författarna har med hjälp av empiri tolkat respondenternas uttalanden i relation till Lipskys teori om Gräsrotsbyråkrater samt Shiers delaktighetsmodell om barns delaktighet. I resultatet framkom det att socialarbetaren utifrån sin position har en tendens att ‘’hamna i kläm ‘’ mellan klienten och organisationen. Slutsatsen av studien visar att socialarbetares situation kan utmärka en sorts förvirring då dem till en viss grad har ett stort handlingsutrymme där de själva kan påverka sitt arbetssätt beroende på barnet och dess situation genom att använda sig av BBIC som arbetsmetod för att på så sätt inkludera barnperspektivet i utredningsarbetet.

Abstract [en]

The purpose of this study was to investigate how social workers working on the Social Services unit's children and young people feels that their discretion is influenced by laws and guidelines in the assessment regarding children who witness or are subjected to violence and to what extent the child perspective is included in the investigation process. To this end, the authors have used a qualitative method that is consisted of semistructured interviews with eight social workers in Halland County in Sweden. The authors have interpreted the respondents’ statement in relation to Lipsky’s theory of street- level bureaucracy and Shier’s theory of childrens participation. In the result, it emerged that social workers, based on their position have a tendency to ‘’ get caught up ‘’ between the client and the organization. The conclusion of the study shows that the situation of social workers can characterize a kind of confusion as they to a certain stage have big discretion where they by themselves can influence their way of work depending on the child and its situation by using BBIC as a work method and in that way include the children perspective in the room for action.
