Abstract [en]
The purpose of my essay is to find out if the KTS- project, which I have evaluated, creates capacity or not. The study is based on ten semistructured interviews with both Swedish consultants and officials from the municipality of San Salvador. The theories I’ve used in the analysis of the empirical material, are; the theory of empowerment, the theory of development, the theory of underdevelopment, Max Webers theory on class and stratification, Max Webers theory on the ideal bureaucracy, Robert Mertons bureaucratical disfuncions and Georg Ritzers “McDonaldisation”. People in El Salvador think very short- term, which makes long- term projects hard to initiate. It’s difficult to prove that in the longrun the project will create positive change. If you manage to convince the people involved in the long- term capacity of the project, and they actually start to believe in it, then you have reached far. One way to suceed is to include everybody involved in the process, by making it as transparent as possible. Transparency is the key to effective teamwork, and information is the way to power.
