Citizen office or information office? Is a casestudy involving four chosen communities, Ängelholm, Sölvesborg, Västervik and Botkyrka, in Sweden during the spring of 2002. The four ciizenoffices in the communties are the examined cases of this study. There are three purposes for this study and they are: (1) To study how these communities has organized their citizenoffices and the arguments for doing so. This part of essay is about the possibilty for the communitymembers too influence and participate in the public organization of the community. (2) Are the citizenoffices making the relations between the politicians and the citizens, the electors end the elected, easier? Is the citizenoffice contributing to citizenparticipation in the communities and developing the citizens common good and participationmaximizing. I have chosen an ideal defenition, on democracy contaning different criteria´s so I can analyze the citizenoffices for democratic values. (3) This study is also focusing on political communication and in this process my mayor concern is the channel that sends message, in this essay the chosen citizenoffices. What message are the citizenoffices sending out to the members of the community? Is it the intention to strengthen the local democracy, to raise the community services or to make the administrative organization more efficient? This study shows that there are several different ways to organize and constitute a citizenoffice and with different pupose and message. The communities, Västervik and Botkyrka, citizenoffices are those who best fulfill the demands on interactive democracy and prioritize local democracy. The communities, Ängelholm and Sölvesborg, shows elements of interactive democracy but it´s other democratic ideal that dominates the activity. Those communities prioritize a increased service to the citizens of the community.
