Unga vuxna med intellektuell funktionsnedsättning på arbetsmarknaden - framgångsfaktorer för förvärvsarbete och därmed minskat beroende av socialförsäkringen

En grupp unga vuxna som traditionellt sett varit beroende av socialförsäkringen för sin försörjning och haft betydande svårigheter att etablera sig på arbetsmarknaden är personer med intellektuell funktionsnedsättning (utvecklingsstöming). Aktuell forskning baserad på ett nationellt heltäckande register visar att en minoritet, 22 % (n=2747), återfinns i förvärvsarbete. Detta är dock en större andel än tidigare känt. Denna studies syfte är att identifiera framgångsfaktorer för de unga med intellektuell funktionsnedsättning som lyckats få och behålla ett förvärvsarbete. Genom analyser av faktorer som bidrar till erhållande, och behållande, av förvärvsarbete samt genom intervjuer med ett urval av arbetstagare med intellektuell funktionsnedsättning och deras arbetsgivare, kan framgångsfaktorer på olika nivåer identifieras. Dessa kunskaper kan omsättas i utveckling av insatser för att främja etablering på arbetsmarknaden och behållande av förvärvsarbete och därmed stärka gruppens möjligheter till ökad delaktighet i samhälle och minskat behov av socialförsäkringen. Studien genomförs i samarbete mellan Högskolan i Halmstad och Karolinska Institutet och bygger empiriskt på 1) samkörning av ett register med i princip alla som gick ut gymnasiesärskolan i Sverige mellan 2001 och 2011 och relevanta register samt 2) intervjuer med arbetstagare med intellektuell funktionsnedsättning och deras arbetsgivare om deras erfarenheter. Studien faller inom det av Försäkringskassan benämnda området "Hur olika typer av funktionsnedsättningar påverkar deltagande i arbetslivet".

A group of young adults who have traditionally been dependent on social security for their livelihood and have had significant difficulties in establishing themselves in the labor market are persons with intellectual disabilities (developmental disabilities). Current research based on a national comprehensive register shows that a minority, 22% (n = 2747), is found in gainful employment. However, this is a larger proportion than previously known. The purpose of this study is to identify success factors for the young people with intellectual disabilities who have managed to obtain and retain an employment job. By analyzing factors that contribute to obtaining, and retaining, employment, and through interviews with a selection of employees with intellectual disabilities and their employers, success factors at different levels can be identified. This knowledge can be translated into the development of efforts to promote establishment in the labor market and retention of gainful employment, thereby strengthening the group's opportunities for increased participation in society and reduced need for social insurance. The study is conducted in collaboration between Halmstad University and Karolinska Institutet and is empirically based on 1) coordination of a register with almost everyone who left high school in Sweden between 2001 and 2011 and relevant registers, and 2) interviews with employees with intellectual disabilities and their employers about their experiences. The study falls within the area designated by the Swedish Social Insurance Agency "How different types of disabilities affect participation in working life".

Abstract [en]

Purpose: Previous reviews about employment for people with intellectual disability (ID) have left questions about employment sustainability unanswered. Therefore, the aim of this systematic review was to identify and analyse research regarding employment sustainability for people with ID. The research questions were: What research about employment sustainability for people with ID has been published internationally between 2010 and 2020? In the identified studies, how is employment sustainability defined and measured and what are the main findings regarding employment sustainability?

Methods: A systematic review was conducted using eight databases from various disciplines including medical, health, and social sciences. After a selection process, 10 articles remained, and a framework matrix was created to analyse them. An employment sustainability definition was used as an analytical tool.

Results: Ten articles were identified as being about employment sustainability for people with ID. Five of them used qualitative designs and five used quantitative designs. Only four out of ten contained a definition of employment sustainability, and there was an inconsistency in measurement methods. The reported findings in the studied articles were categorised into three types: proportions of long-term employed individuals within the studied population, facilitators and barriers to long-term employment.

Conclusions: There is only a limited amount of research about employment sustainability for people with ID. Nevertheless, a few facilitators and barriers could be identified. There is no consensus about how to define or measure employment sustainability, making comparisons difficult. © The Author(s) 2021
