Trots mångåriga funktionshinderpolitiska ambitioner och reformer är personer med funktionsnedsättning fortfarande i hög grad exkluderade på olika samhällsarenor. För att mer effektivt främja ökad delaktighet och inkludering för personer med funktionsnedsättning behövs, i linje med den relativa funktionshinderförståelsen, forskningsbaserade kunskaper om både individers förutsättningar och omgivningsfaktorer. Anpassningar av samhällsinsatser på individ-, grupp- och samhällsnivå och samspelet dem emellan, fordrar kunskapsunderlag på populationsnivå. I projektet ska både individuella förutsättningar och arbetslivsrelaterade villkor över tid för unga vuxna med intellektuell funktionsnedsättning studeras. Metodiskt bygger projektet på registerstudier. Ett världsunikt nationellt register över personer som gått i särskolan (n= 12 269) har länkats till ett flertal svenska register för att möjliggöra studier av sysselsättningsmönster över tid och förändringar före och efter 2013-års reformering av gymnasiesärskolan. Sysselsättningstyperna a) arbete, b)studier, c) obetald sysselsättning via daglig verksamhet eller d) utan känd sysselsättning kommer att analyseras utifrån genus, etnicitet, geografisk tillhörighet och utbildningsbakgrund. Därutöver planeras för validering av diagnoser samt analyser av förekomst av intellektuell funktionsnedsättning och komorbiditet, missbruk, kriminalitet och dödlighet. Det övergripande syftet är att öka den kunskapsbaserade grunden för att reducera funktionshinderskapande processer. Projektet är ett samarbete mellan forskare på Högskolan i Halmstad och Karolinska Institutet. Den tvärvetenskapliga forskargruppens erfarenhet och kompetens utgör en särskild tillgång för att genomföra denna typ av sällsynta studier. Projektet förväntas generera kunskaper som bidrar till bättre förutsättningar för såväl organisationer, verksamhet som politiker att förverkliga likvärdiga villkor för personer med och utan intellektuell funktionsnedsättning.
Abstract [en]
Despite many years of disability policy ambitions and reforms, people with disabilities are still largely excluded from different societal arenas. In order to more effectively promote increased participation and inclusion for people with disabilities, in line with the relative disability understanding, research-based knowledge about the conditions of individuals and environmental factors is needed. Adaptations of community efforts at individual, group and community level and the interaction between them, require the knowledge base at the population level. In the project, both individual conditions and working-life conditions over time for young adults with intellectual disability will be studied. Methodically, the project builds on register studies. A unique national register of persons attended the special school programme for pupils with intellectual disability (n = 12,269) has been linked to a number of Swedish registres to enable the study of employment patterns over time and changes before and after the 2013 reform of the special upper secondary school. Employment types; a) work, b) studies, c) unpaid employment through daily activities or d) no known employment, will be analyzed based on gender, ethnicity, geographical area and educational background. In addition, it is planned for validation of diagnoses as well as analyzes of the presence of intellectual impairment and comorbidity, addiction, crime and mortality. The overall aim is to increase the knowledge-based basis for reducing disability-inducing processes. The project is a collaboration between researchers at Halmstad University and Karolinska Institutet. The experience and competence of the interdisciplinary research group is a special asset for carrying out this kind of rare study. The project is expected to generate knowledge that contributes to better conditions for organizations, businesses and politicians to realize equal conditions for people with and without intellectual disabilities.

Abstract [en]

Knowledge about the living conditions for people with intellectual disability (ID) is limited, not least since they constitute such a small group, which puts them at risk of being invisible in the general statistics. Thus, there is a great need of a complete register of individuals in this group.

The Swedish Halmstad University Register on Pupils with Intellectual Disability (HURPID) is the first population-based, nationwide sample of former pupils in upper secondary school for pupils with intellectual disability (n = 26 906). The aim of this presentation is to provide a description of that register.

HURPID consists of pupils who were assessed as not having the ability to reach the knowledge requirements of upper secondary school, due to ID, during the academic years of 2000/2001 – 2019/2020. The cohort was established to study the transition from school to working age and to follow the development regarding living conditions, occupational patterns, and health over time. 

School leaving certificates and corresponding documents of former pupils who attended the school form in question during the academic years of 2000/2001 - 2010/2011 were collected in 2011-2012. Information on national identification number, sex, program, municipality, graduation year and complete/incomplete degree were registered. In 2020-2022, a similar data collection was carried out and corresponding information for the academic years of 2011/2012 - 2019/2020 was added (total = 11 077 women and 15 829 men).

So far, HURPID has been used to study occupational patterns in general (also including exploration of those not involved in employment, education, or daily activity), comorbidity, mortality, heritability, substance abuse, crime, and victimization. Future studies may, for example, examine occupational patterns over time, changes after reforms, need of support, financial situation, access to health care, comparisons with individuals with low intellectual ability (without ID), risk factors for ID and penal sanctions.
